Location: Remote-first position, with a preference for Washington, DC, metro region or California.

Our Health and Human Services group (HHS group) builds capacity to improve health and wellbeing. We cultivate robust business partnerships between healthcare companies and community-based service organizations (CBOs) to develop and finance solutions - largely directed at health-related social needs - that improve health outcomes, reduce health disparities, and lower costs at scale.

Through partnerships with Medicaid managed care organizations, health systems, governments, and other enterprises that bear financial risk for individuals and populations, we help to identify and finance innovative solutions to better address the health-related needs of the communities they serve. Central to our work is the identification of new partnership opportunities that can expand and sustain the availability of high-impact programs and services, particularly for people and populations with significant unmet need. In these engagements, we assess capacity, estimate resource requirements, and accelerate the transition to value-based payment and impact through innovative financing.

About the Position
The Senior Associate / Associate Director role will support engagements with both our Medicaid and CBO partners. Responsibilities include:

  • Client management: Identify and execute on articulated client priorities and build relationship as a trusted advisor, while proactively identifying and addressing client risks
  • Project management: Advance multiple stakeholders through our methodology while anticipating and being attentive / responsive to evolving conditions and concerns.
  • Feasibility assessment: Conduct assessments to ensure the interest and readiness of engaged parties to participate in alternative program, operations, and payment models that tie some portion of payment to the achievement of mutually agreed upon outcomes (i.e., value-based payment).
  • Outcomes measurement: Engage key stakeholders in the dentification and definition of outcome measures tied to payment and/or program financing; includes selection of the most appropriate data, methods, and timing for collection and assessment.
  • Financial modeling and outcomes pricing: Develop cost models and budgets required for project success, assignment of pricing for projected outcomes, and projections of outcomes effect sizes and associated impact.
  • Prospect development, diligence, and sales growth: Support trend analysis, cultivate existing and new client relationships, and develop opportunities to advance QV services and solutions that build capacity to address health-related social needs.
  • Policy analysis: For government-sponsored healthcare work, ensure that program design and financial arrangements are aligned with, and take advantage of, flexibilities afforded with State and Federal policy.
  • Value-based contracting: Help to develop, coordinate, and execute innovative contractual relationships (including governing terms, reimbursement rates and structures, reporting, and contract structure) along the value-based care continuum between traditional (e.g., payers, governments, and delivery systems) and non-traditional (e.g., CBO) health care stakeholders.

The work of the Quantified Ventures HHS group is focused on developing investable solutions that improve health and wellbeing, particularly for underserved and high-need populations. Responsibilities
As a key member of the Quantified Ventures HHS group, the Senior Associate / Associate Director will play an instrumental role in leading several client solution development and delivery opportunities. The Senior Associate / Associate Director also will support growth through business development, new product development, and thought leadership. Responsibilities include:

Client Delivery

  • Serve as Project Manager and/or Lead for several projects within the HHS group.
  • Directly provide and/or support other project team members with:
  •      Internal and client facing project plans;
  •      Proactive identification of project opportunities and risks;
  •      Research and analysis of client issue areas;
  •      Development of program model descriptions and associated budgets;
  •      Impact and financial modeling to price outcomes and predict future revenues, savings, and/or cash flows; and
  •      Value-based contract design, engagement, and strategy.
  • Build trusted relationships with clients and partners.
  • Ensure excellence in execution and product delivery.

Business Development

  • Pursue and support new and repeat sales efforts in partnership with colleagues.
  • Support proposal preparation, and coordinate determination of solution design, proposed project staffing and pricing.
  • Support development, compilation, and design of marketing collateral.

Thought Leadership

  • Cultivate business relationships and partnership opportunities.
  • Support production of new thought leadership pieces (e.g., blog posts, op-eds, case studies) that advance the QV’s reputation in the HHS and impact investing space.

Group Leadership

  • Contribute to regular HHS group meetings to disseminate lessons learned and key findings.
  • Work with HHS group to periodically assess the product-market fit of QV’s work to determine positioning for our offerings and potential opportunities for enhancement.
  • Contribute to the development and maintenance of organizational processes and protocols that facilitate learning and work efficiency.
  • Contribute to HHS group staff development, recruiting, and review processes.

Qualifications

Associate Director candidates must have:

  • Bachelor’s degree required. A graduate degree (MBA, MS, MPH, MPA/MPP) is strongly preferred;
    At least 3 years consulting, direct health plan, health service, or healthcare industry experience in the areas of healthcare finance, busniessbusiness operations, change management, strategy, or related field;

Senior Associate candidates must have:

  • Bachelor’s degree required. A graduate degree is preferred;
  • At least 1.5 years of direct consulting, health plan, health service, or healthcare industry experience in the areas of finance, contracting and operations, economics, business management, strategy, or related field;

All candidates should have:

  • Recent experience working to advance solutions that address health-related social needs within the healthcare or human / social service fields;
  • Knowledge of the public payor landscape, particularly principles of Medicaid reimbursement;
  • Broad understanding of value-based care, Medicare, and Medicaid;
  • Experience translating complex data / information into actionable, understandable recommendations and guidance for leadership teams;
  • Expertise in Microsoft PowerPoint and Excel;
  • Strong quantitative and qualitative research skills, and an aptitude for critical thinking and complex problem solving;
  • Strong people and project management skills, with practice navigating complex issues and partner relationships;
  • Excellent written and oral communications skills, including the ability to quickly research, synthesize, and summarize critical findings on unfamiliar topics;
  • Ability to manage multiple and competing projects, and work both independently and collaboratively as part of a team;
  • Willingness and ability to express contrary views and seek consensus against other priorities such as time and budget constraints;
  • An ability to bring passion, humor, curiosity, joy, and humility into this groundbreaking work; and
  • Experience supporting business development efforts - translating to new and repeat sales.

Salary + Benefits
The salary range for the Senior Associate and Associate Director positions is $90,000 - $140,000 per year. Salary will be commensurate with experience, education, and applicability to the QV mission.

Benefits include health insurance (medical, dental, vision) and a 401k retirement plan with generous company matching contributions. QV provides full-time staff with 10 paid holidays, 2 paid personal choice holidays, and 18 days of paid time off annually.
